Japanese don't pay taxes ... really?

I've never seen this before:

He can start with tax reform. Japanese corporate taxes are among the highest in the world, at 43%. Yet barely 30% of companies pay taxes. Income taxes are also among the most progressive in the world, yet almost one in four households does not pay income tax. The system is riddled with loopholes and exceptions. Thanks to the tax code, a Japanese company is better off wasting money on inefficient projects than trying to actually run a better and higher-performance business. This must be changed. Japan can lower its tax rates and raise tax-collection at the same time, both for corporations and households.

As someone who lives in Japan and pays taxes, this surprises me. I'll have to bookmark it for later research. Maybe I'm making a mistake in paying taxes!
